Is it my GPU or something else?

Alright so he'res the situation. Within the last couple of days my computer has been unable to boot up if my graphics card is plugged into the power supply. It will get as far as the "Starting Windows" screen then just cut to a black screen. I've only managed to boot into windows 1 time, and that was after putting it into a new PCI slot on the motherboard. However, after a quick reset the problem persisted and once again I was unable to boot into Windows unless I unplugged the GPU. Also, after I fail to boot and hold the power button to turn off my computer and back on again, I can launch Windows in safe mode with no issues. Is this a problem with my GPU, or could it be something else? I'm not really in a financial situation to replace my card so I will try anything to fix it.

Make sure that your power supply is ok and that it has enough power to run your GPU. The R9 290X is a high power consuming card so make sure that you've connected all the power pins on your card.
