CPU Fan not working.

My CPU fan is not starting when pc boots but when I rotate it using a pen for some time , it starts .
CPU fan is connected properly and I also have cleaned it.
My PC shut down on its own giving CPU overheating error.
I think my PSU is not supplying enough power. My PSU is only 250W and I have recently installed a graphics card (NVIDIA GT620).
Please help me .

Fans takes very little power to run. Power isn't the issue here if you still have enough for the rest of the system, unless you have some pretty serious power issues, and the fan will likely need to be replaced.

When cleaning PC fans, you have to be careful not to use compressed air to spin them at high speeds, or you can damage the fan bearings. Hold the fan in place with your finger or a pencil before blowing compressed air into them.
