PC won't turn on

So I just got the PC that was made for me in previous post I made. I put together the MOBO CPU and RAM but the PC won't start no fan spinning and no signal. Specs:
I5 7500
B250m-k
Corsair cx450m (already tried second working psu)
And ddr4 2400 pc4-19200 8gb ripjaws. I went through the check list on forum nothing helped

I indeed did. The MOBO led comes on but won't start when pressing the on button or using a screwdriver to short the power pins.

Start with those troubleshooting guides again.
Touch and verify everything, not just look and assume it is OK.

Well I literally did that. I swapped out the rams one by one. Reinstalled the CPU, checked all pins. Plugged in and out the mains two cables several times (CPU and MOBO) and checked with another PS4. Nothing good helped. I had already gone through this situations many times, but in the end it was always a bad component.
