how to keep a I7 7700k cool that won't boost to 4.5ghz

I have noticed my i7 7700k doesn't boost up to 4.5ghz in cpu-z it shows 8-45x, i just don't se it boost to 4.5ghz, that's why i think the passmark performance test score just under the passmark rated score.

Mb is a Msi B250 Pc Mate,what could be the reason to why it won't boost to 4.5ghz?

Cpu cooler Cooler hyper 412s is okay silent but not so much at worst case scenario + 30c, prime 95 small fft and ibt maximum (not at the same time).

I want to upgrade the fan to a better but not more noisy fan,what can you recommend me

Can it be true that you can't lower vcore on a B250 mb ?

I had the same problem with an older i7 and surprisingly uncle Google was of not help; nowhere to find an answer.

The cause that it didn't boost was that sometime ago I had changed the Advanced power settings, lowering the "CPU energy Adm", particularly the "CPU max state" to ANY lower one than 100%.
The solution was -of course- just returning it to 100% plus creating a custom lower power setting at the Economizer power option for when using the laptop with battery. Then I created a custom power setting called Performance, streamlined just for this usage.

I had a skylake z atx mb, nothing wrong with that.

I know theres a difference in performance between a i7 7700 and i7 7700k cpu 3.6 and 4.2 ghz, the k model is 4.2 and 4.5ghz (atm i had forgotten about the non k had a high turbo frequency of 4.2ghz), when i bought my i7 i of course wanted a k model since i could oc it.

I have had it at 4.5 ghz on all cores 24/7 (big cpu cooler) and i couldn't feel the difference compared to stock speed (4.2 and 4.5ghz) the torque,single core performance is more important to me than topspeed.

Wanted to go matx so i bought a smaller cabinet cpu cooler an matx B250 mb, since i don't need to oc my cpu since 4.2 and 4.5ghz is more than enough, i bought a cheap B250 mb (also don't need a raid and sli), with a smaller cpu cooler i wouldn't be able to cool it in the worst case scenario if it's oc'ed to 4.5ghz on all cores 24/7, so i keept it stock. (case i have is a define r5 slightly hotter than an open case)

Since the matx case has terrible cable management and temps where as high as in my old more closed case (low rpm with my big cpu cooler) i desided after 6.5 hours of trying to fit my pc in a matx case, i wanted to go back to my old very used define r5 and used some more hours putting it back in my define r5.

Sent my case back and bought a atx B250 MB so space between gpu and cpu cooler would be bigger but also to get a mb that supported 2x m.2 ssd. I was also unlucky to damage the mb do to a small cabinet with horrible cable management and i just wanted a fully funktioning mb.

I don't have a laptop all i have enabled of powersavings is c-state CO so vcore would god down instead of ghz (although it sometimes goes down to 800mhz for a split sec)

What surprised me alot is that i can't lower vcore with a B250 mb, it's about 1.200volt stock, 1.135volt is max i have had it with a different mb at 4.5ghz on all cores 24/7, with c-state CO most subtle powers setting (not the save as much power as possible all the time, eist/speedstep is always disabled), i tried lowering CPU SI Voltage and CPU PLL OC Voltage by 0.010volt compared to stock, it gave me with no powersavings (no difference if CPU SI Voltage and CPU PLL OC Voltage is set to aut) a stock voltage of 1.200 volt, a bit lower stress testing(prime 95).

Update i bough a small noctua cpu cooler so im returning my hyper 412s , my 412s with a different fans is the same prise as a new very good noctua cpu cooler
 
How many cores does passmark use? You'll only see 4.5 with 1 or 2 cores in use.

Edit: You could try OCCT (free download and use) as you can specify how many cores to use (uncheck Automatic next to the threads) to see if you can hit max with one thread, the two.
