1080 Ti Witcher 3 FPS does not change

Hello!

I'm having a really weird issue. I just upgraded to a 1080 Ti (from a 1080) and it seems to be working fine in every game except The Witcher 3.

I'm getting between 30-60 FPS (depending on where I am in the game) with everything maxed out at 1440 (I should be getting close to 100). Then I go and change the video settings change the resolution etc...and I still get the same FPS...Like exactly the same FPS...I put everything on low at 1920 x 1080 and got the exact same FPS as everything on ultra at 2560 x 1440. The graphics settings are definitely changing as is the resolution.

Specs:
i7 6700k
16 GB
SSD
EVGA GTX 1080Ti SC Black Edition

Here's what I've tried so far:
Uninstalled the display drivers with DDU and reinstalled
Uninstall and reinstalled the game
Deleted The Witcher 3 file in My Documents folder
Changed the video settings (as noted above)

I'm not sure if it's an issue with my new card or the game itself. I've got a pretty small SSD so I've only got one other game installed right now; I get around 90 FPS on Steep with everything maxed out at 1440, so that seems about right.

Any help would be very much appreciated. Thanks!

No, sorry I forgot to mention that. It is set to unlimited.

Also - My Firestrike score (just the standard one...it's the only one I currently have installed) is 20,105...This makes me think the card itself is okay, I think. My score with an OC'd 1080 was roughly 18,000 so theoretically it should be performing better than that.

I suugest testing in Unigine Heaven and compare it to 1080 online results. There won't be a huge difference , but there should be a difference with arround 20% , not the same fps at all games. The witcher 3 might be a game that limit's that to 100 fps for example or something so you cannot get 210 fps. These are just my thoughts. I have a gtx 1070 and I get 60 fps on Ultra on 1440p but that's a different story. I don't think that your card is damaged. I just think that you could have had a very good example of gtx 1080 and now you are not getting satisfying results. I had something like that with my gtx 950. It was running the witcher 3 on high details on 55 fps and after I switched to rx 580 there was almost no difference. This might be the case , not a damaged card.

Man, that'd be a bummer. I thought for sure the 1080 Ti would perform better than the 1080 on all acocunts. It was a Founders Edition with cooling issues, so that's why I wanted to get something new.

I'll give the Unigine Heaven a try...It looked like my 3DMark scores were about right where they should be in comparison to other 1080 TIs.

I'm not too terribly familiar with what the clock speeds should be. I just tested it, played for about 10 minutes and It says my max was 683 MHz for Graphics and Memory the max was 5505 MHz. I have no idea if that is what it should be or not.

Sorry, I forgot to put it on there. Max temp was 67C...any idea what could be causing the clock speed to be so low?

So, I just checked the clock speed after playing another game and it's saying 683 MHz was the max graphics clock speed...so it looks like it may be an issue with the card.

I just got it a couple days ago, I'm thinking of taking it back to the store to swap it out for another.

It is...I actually just used Afterburner to check clock speeds...I had been using HWMonitor. Afterburner is telling me that it's up in the 1700-1800 range, so I think HWMonitor may have just been messed up.
