Well, I found a couple reviews of that computer...most if not all of them mention that it's not in any way a gaming computer. I realize that the game you're trying to play is very old and so should still run, but I've found that even older games won't really run on prebuilt computers that aren't made with gaming in mind. Running games on Intel's built-in graphics chip is never a good idea even with the more modern offerings, and yours is older; I'm afraid you're going to have to get a more powerful computer if you want to run even an old game like Spy Hunter.

...When did you get this computer?! All of those components are ancient. I realize the game is old as well; however, it's entirely possible that your GPU is dying from extreme age.

Also...you might want to put an epilepsy warning on that video. I don't have epilepsy and it was making me feel a little odd watching the ungodly spazzing.

According to the Intel page for that CPU, they've stopped supporting it. When that happens, it's usually time to upgrade.
