Hi, I recently purchased a new PC (parts below) and I decided to OC my CPU to 4.5GHz. I'm wondering if I can do that with a CM Hyper 212 EVO CPU fan or not?

CPU: Intel i7-6700K Quad-Core 4.20GHz
RAM: Kingston 16GB DDR4 2133MHz
GPU: NVIDIA GTX 1060 6GB ASUS ROG Strix
Motherboard: ASUS Prime Z270-A
Storage: Kingston SSDNow V300 240GB
PSU: Cooler Master G650M 650W

Solution
How high you can oc a I7-6700K is determined by your luck in getting a good chip.
As of 12/04/2016
What percent can get an overclock at a somewhat sane 1.4v Vcore.

I7-6700K
4.9 5%
4.8 21%
4.7 64%
4.6 96%

Usually, you will run out of safe vcore before you run into thermal limits so long as your case has good ventilation.
I define that as two 120mm front intake fans or larger.

When testing, leave the test run long enough so that the temperatures stabilize.

85c might be my bench limit.
Under normal workload , you will be much lower.

Yeah it will be enough for a 4,5 ghz overclock. Just do not push it more cause at like a 4.7 ghz the temps will start to rise a lot more.

I did an OC and downloaded RealBench and the CPU temperature was between 85-95c. It's my first time doing these stress tests, I then reverted the settings back to default and did a stress test and the temperature is moving between 75-80 on the stock settings.. but that kind of temperature for a stress test is high, no?

How long was the stress test? Cause air coolers tend to spike up their temps really fast but then level off at a bit lower temp. And are your fans set to a good enough RPM to have great cooling performance?

It was 15 minutes. Should I leave it on for longer? Well I don't know if I changed any fan settings. Where can I do that? I think the settings are all on default

It is accessed from the BIOS but if you dont want to have a Turbine in your room change the setting so they have good performance but so they are not a turbine. i have mine set to max cause my headphones block the sound but if your dont then just find the sweet spot for them and maybe a 20-30 min test is better cause then you can see at what temps your cpu levels at
