I have problems with my fps on gta. I can play at 100 fps on settings normal-high but it only lasts for about 5 mins then my fps slowly starts to drop to 30 fps and averages around there.

I have done a-lot of things to attempt to fix this and i've had no luck

Specs -

Graphics card - Geforce gtx 770 2gb

Ram - 8gb

Processor - Intel Core i7-4790 cpu @ 3.60 GHz

100C isn't something normal, you should seriously look into what is causing your system to heat up that much. May be disconnected cooling fans, dried thermal paste or heat sink covered up with dust.
What you should do is to buy thermal paste (arctic silver is good), take the CPU cooler off, clean it, apply thermal paste and put it back.

Seems like an overheating problem, you need to check the temperatures while the game is running. And if the temperature is rising quite more than normal than you might need to check for what is causing your system to overheat... May be dust or dried out thermal compound paste.

Clean it using isopropyl alcohol and a paper towel; do the same (CAREFULLY!) with your CPU. Let the alcohol evaporate (a few seconds) before applying new paste; apply it only to the CPU, and make sure it's evenly spread. I use an old gift card as my spreader, and it seems to work pretty well.
