Boot loop before post, will get post codes with no ram

This is my brother in-laws computer. I am just looking for some ideas on what I should try.
Recently I put in an AIO liquid cooler for him. I've installed a dozen or so before with no issues. I grounded myself, and took the usually precautions.

He has an i7 4790k, no OC or anything done to it, an MSI pcmate z97 mobo, 2x8 hyper x ram and a 750 watt thermaltake psu for all I know his system worked before the install, but he did have it all unplugged and pulled out of where it usually was. (he was going out of town for the week and I told him I'd stick it in for him)

After installing the cpu cooler I hooked everything back up and to my surprise it would turn on, no post codes or anything, run for about 2 seconds, turn off, then turn back on again and repeat until I turned off the psu. Sometimes it just turns on and stays on, put wont post.

So I took out the gpu (I know this isn't the issue) I checked all the power plugs several times, and took out the ram. The mobo gave me the post code for missing the memory. So I figured if it does show post codes for that its not a faulty motherboard. But I am by no means a wiz at computer components and am looking for some help in a direction to go.
