2 of my cpu cores wont go above 1.4ghz in my Amd a10 7860k when putting my cpu under max load

Basically i have been trying to render something in blender, however once i noticed that it was going to take a full day i looked to see how much of my cpu was being used and according to task manager only 73% utilization of my cpu was being used. So i donwloaded HWMonitor to look closer at my cpu and found that 2 of my cores wouldnt go over 1.4 ghz where as the other 2 went over 3.6ghz. I was wandering if anyone knows waht is going on and if they can help. (If this didnt make sense please just ask below)

Ah, i think you may have a point about the temperature of my cpu. When i boot up HWMonitor my cpu temperature is 72 degrees C. However i did some other temperature tests so i used the reset button on my case so i could get into the BIOS as quick as possible without much temp loss and it read that my cpu was only 55 degrees C. So im not overly sure what one is telling the truth. I used the CPUZ tester and that couldnt get the cores to go over 1.4ghz either.
