What types of CPU's has a LGA 1150 socket? And what type should i buy?

I have a decent high-end pc, but my I5-4570 3.20 GHz doesnt handle "Cities: Skylines" well.

It goes up to 90-100% when im up close in the city (which i need to be often) since roads etc, maintence on the city. What cpu's fits into my MS-7823 motherboard / LGA 1150 socket?

And what kind of type should i buy? For these 2 years ive had this cpu, its been going great. But i want an I7 to run my game on a stable CPU, maybe get a K processor to so i might get some more juice out of it.

I have a friend who runs an I7-3770 and it runs with 30% when he's near his city (with 30 fps, but stiill.) and its stable. Should i upgrade to this one or should i upgrade to something that suits my needs?

Just going to "boil" it down to these main questions:
1. What type of "all-around" cpu should i buy?
2. Should i go for an I7 or and I5? (Both K processors)
3. Do i need minimum 4 GHz for the heavy-cpu games im running? (Cities: Skylines, Rus etc.)

Those are my main 3 concerns when im about to buy a cpu, i have a somewhat idea on how to unscrew the fan ontop of the cpu, replace the "chip" and place the fan ontop. All through i have never done this, ive seen how its done a couple of times.

Thank you for reading this, hoping this answers some of my questions from someone more experienced in this than myself.

Edit:
I have a MSI R9 380 in my pc with 24 GB ram, so thats clarified. (So nobody thinks the ram is the problem, it is the cpu-load.)

The game requirements are no problem.

The I5 and the R9 380 with the 24 Gb ram exceeds the requirements way beyond the game requirements. The problem is when creating save-games that simply gets too big and the demand for more power is needed. (And this processor doesnt really have more than 3.20 GHz (3.60 Ghz Turbo) power.. So its very limited i feel.
