Weird stutter lag that isn't fps or ping

Alright so I have this issue where I've spent absolutely HOURS trying to fix and I just can't get it fixed.
Here's a slight example of what it looks like

Now you may just assume it's just connection lag but I can assure you it isn't. This just constantly happens in any game the moment I try to play multiplayer. Like even in minecraft I've had the same kind of lag. It works like this usually

For the first minute after booting up the game it's smooth and lag free then after a minute, after every 2 seconds I get a pause lag then it fast forwards where it should be. It will keep doing that for the rest of the play session. There are some rare occasions it'll stop but it will only be for a minute.

I've wondered if it was my NVIDIA but I can't just go bugging with things I hardly know where to look st in the first place. Any ideas because I've literally exhausted every idea that I could possibly know.
 
Solution
If you want this issue fixed you may have to bite the bullet and run an Ethernet cord. If powerline networking didn't work and your wireless signal is poor despite your proximity to the router, your options are a direct wired connection or just putting up with the lag.

Any way I can fix it without moving my pc because I live upstairs and my router is literally on the floor right below me. Also can't use Ethernet because setting it up would be just a pain and I've already tried powercord Ethernet and it didn't work

I mean the next best thing I'm gonna do is buy a wifi card because I have been using a USB and I've realized from my aunt funny enough that she knows hella more than I thought. So gonna give that a try and it should fix some lag and if not then Ima just have to stick with it.
