what does "Some AMD 970 chipset motherboards may need a BIOS update prior to using Vishera CPUs. Upgrading the BIOS may require a different CPU that is supported by older BIOS revisions" mean. (Does it mean I can update the BIOS with a vishera cpu without a problem)

Generally speaking, this isn't something to worry about. This platform's so old that pretty much any motherboard that needs a BIOS update is long out of the ecosystem. I would be extremely surprised if you had trouble on this end.
But as Chugalug notes, it's extremely difficult to justify an FX build in 2017. If you're on the budget end, a Kaby Lake Pentium with a 200 series motherboard is a far better idea. And if you're not, then other Kaby Lake/Ryzen CPUs are all far more recommendable and there's something at nearly every price point.
