Display goes fuzzy/blurry when watching video

This started happening only after I formatted my computer, so I'm guessing it's software related. When I'm watching videos/netflix on fullscreen as well as when I play video games, sometimes the screen loses its sharpness. It either goes away on its own or I can just go into the NVIDIA Control Panel and reset my resolution. I use the Resize function and just leave the same resolution and hit apply and it fixes itself.

The game I'm playing the most lately is Insurgency, and the screen only goes blurry when there's an explosion and sometimes when I'm being suppressed. I guess this happens because the in-game screen goes blurry when either of these things happen.

I'm running the latest Nvidia drivers on a GTX 660. My resolution is 1826x1036. My display is a 32" Samsung Smart TV connected via HDMI. As I said, this only started happening after I formatted my computer and reinstalled everything.

I'm not sure. They just installed automatically. I'll uninstall them and download them again.
 
Make sure you fully un-install the older driver first, because if there is a problem somewhere you want every trace of it gone. Best done in safe mode using DDU http://www.guru3d.com/files-details/display-driver-uninstaller-download.html

I uninstalled the drivers with DDU and restarted the computer. Downloaded the latest ones from the Nvidia website. The issue still persists.

TV resolution is 720p, so it recommends 1366x768 but I set it to 1080 in the Nvidia control panel and then resize to 1826x1036 so it fits the screen. I've done it that way for 3 years now and never had a problem before.

 
Ok, seeming as the TV can't actually display anything above 720p, have you tried using 1280x720?

I have but that's an awful resolution. The weird thing is that I've used 1826x1036 since December which is when I got this TV and the problem only appeared when I formatted my computer about 3 weeks ago.
