Building a Portable Animation-Friendly PC on a Budget?

Hi there! I'm an animation student, and I'd like to build a PC that allows for smooth (25fps, or as close to there as is manageable) viewport frame-rates in Autodesk Maya 2015. The character models/rigs I'm using aren't compatible with the parallel evaluation mode introduced in more recent versions of Maya, so I think this means that high CPU core speed is more important to me than having many cores. Would something like the Intel Core i3-7350K or i5-7600K would be good?

I won't really be doing any rendering in Maya - I'm just interested in making Maya's viewport as speedy and responsive to animate in as possible. I will be doing quite a lot of rendering with After Effects though. Portability is important to me, so I'm hoping to use a Mini-ITX case. I'm hoping to keep my budget under €800, but I'm willing to go a bit higher if that's too unrealistic. I don't need a monster rig, just something that'll be a decent upgrade from the 2.6GHz dual-core + integrated graphics sluggishness I'm working with currently.

Would it be possible to get some tips or lists of suggested components? I've never built a PC before, so I'd really appreciate any advice!

You indicated that you would also be working with after effects, which is very CPU intensive.
Ryzen provides the best balance for this.
I need to know country and retailers to pick out parts locally and get a better idea of what that budget fits into. Europe is a big continent! :)

How much "portability" is required here?

Generally, this would indicate a laptop of varying performance.
A desktop based system, no matter how small, is not really 'portable'.

Monitor, PSU, PC case, mouse, keyboard...thats a lot to haul around.

Oh, I see. I don't plan to lug this around like a laptop, it's just that I travel between my student apartment and my parents' home fairly frequently (maybe once every two months, it's around a 3 hour journey) and I'd like to be able to carry it in the back of a car without too much trouble. What would you recommend over a Mini-ITX case?

Why do you need to know what country I live in? The Ryzen 5 seems to have slightly slower single-core speeds than the Intel i5 7600K according to this, so I'm not convinced it'd be better at handling single-thread Maya stuff: http://cpu.userbenchmark.com/Compare/Intel-Core-i5-7600K-vs-AMD-Ryzen-5-1600/3885vs3919
