Low Ram Frequency MHz (DDR4) - ASUS M32CD PC (I Need Help!

So recently I realized that my PC was getting slower when I had more apps open. I checked Task manager and my CPU was fine running at around 30% but my ram was at 99%! and I only had Chrome, Photoshop 2017 and Discord opened. I have 8GB Ram DDR4 clocked at 2133 MHz paired with a Skylake i5 6400. I decided to then check the bios and as normal, it read 2133 MHz. But when I go onto CPU-Z or Geekbench 4, they both indicate that the ram is at 1064 MHz, why is that? Can anyone help me with this issue?

DDR means Double Data Ram so CPUz is correct. Double 1064 and that's your frequency reporting correctly.
Chrome and Discord don't use much but Photo Shop is a different story and depends on how your using it. It will hog as much as it needs. 2.5GB RAM use initially I believe.
You really need 16GB of RAM these days for multi tasking. You can get by with 8GB and use a larger page file quota but you don't want that when gaming.
