GTX 1080ti not downclocking while idle?

I had a problem with my gpu temps at idle and did some research and found it may be that my gpu is not downclocking. I see that the gpu clock at idle is 1480mhz. at idle, the clock speed is usually around 400mhz if i recall how it was before this problem started happening. Now a number of solutions online pointed towards tuning settings in Nvidia Control Panel such as turning the Power Management setting to Adaptive (I've done that), Switching to Multi Display performance (I've done that), Switching from 144hz refresh rate to 85. then to 60, then to 120 and none of them worked. Is there any other way to downclock my gpu? I know idle temps don't mean much, but literally 8 hours ago my gpu would downclock no problem and everything was perfect. I honestly don't like seeing idle temps match my load temps (although my load temperatures are still the same as it had been before this problem occured... I just want to see my gpu idle at 29c again :( )

Solved!!!!!!. I randomly decided to check if geforce experience overlay was up (the one that lets you record gameplay and such) and it was. I turned it off, and saw my gpu clock immediately go down to 139mhz and my temperature go down to 32c!!!
