10% gpu usage

Just installed this gpu after having it removed for some time.Facing low core and memory clock and low usage.What to do.
GTX 950 2GB OC GDDR5
INTEL I5 3330
450 W PSU CORSAIR
8 GB RAM (4*2)
WINDOWS 7 64 BIT SP1

Imagine being in our place and try to answer the question. Do you see how much info is missing?
How can we answer if you only say "this GPU" "low core and memory clock and low usage"?
If I gave you just this info would you be able to answer?

My temperature does not go rise a lot it stays below 60 .The problem is i used msi to track the gpu usage in game(gta sanandreas) it shows just about 10-11% gpu is being used and my core and memory clocks are stuck at 135 and 450 respectively which is very low.This clock only goes up while im running a benchmark..
I used to play rainbow six siege at high without any lag earlier .Now it doesnt even run.

From where I can change power limit ? MSI? and i used to play RB6 siege without any lag at high but now even sanandreas is not running well at lowest settings and its showing that my gpu is being used 10%.What to do.

Hahaha XD , If you are playing gta san andread and you expect it to run at 100% , than don't worry. :D This is such a low demanding game for now that your card will not run at 100%. You would have had like 1000 fps if it did. If it's not stuttering at san andreas than you are good. The power limit is changable in msi afterburner. Try to play the witcher 3. I have my own experience with rainbow six siege and I know that it doesn't run well sometimes on some rigs and it's normal. Run the heaven benchmark , play the games I mentioned as well as try it on ghost recon wildlands if you can on low settings. Try to overclock your card as well. man ofcourse gta sa is lagging thats why i told u 10% usage.My bad if i didnt tell u about the lag.It is running at 20-30 fps or so.

Ok the most crucial thing , have you reinstalled the drivers using the program I gave you? If not than it will not work and that's the issue.

Also like I said in a comment higher use the program I told you to use as well as games and send me a screenshot from the unigine heaven benchmark after you run it. Hope I helped! :)
