Stream lags/buffers while gaming some games

Hey everyone!

I've got some wierd lag spikes/buffer issues for livestreams i'm watching on Twitch. It primarily happens while gaming. Games affected are: Planet Coaster, ARK: Survival Evolved, World of Warcraft & Battlefield 4. Most of the games are played on either high or maxed out.
There are, however games i can run without anything happening, like Cities: Skyline.

PC Setup:
  • CPU - i7-6700k (Not OC), but watercooled.
    GPU - GTX 1080 FE
    RAM - 4x 4GB @ 2133 Mhz
    BOOT - Samsung 950 Pro 512GB

    Primary screen resolution: 3440x1440
    Secondary screen resolution: 1920x1080
So my question is, following:
Is my PC supposed to lag out on livestream running on my secondary screen, while gaming on my primary screen?

Other notes I've noticed is:
The livestreams lag while watching a simple YouTube clip aswell. It rarely happens, but still does sometimes.

During loading screen on World of Warcraft, everything freezes. However, if I tab out from World of Warcraft, and everything runs smooth again, even while WoW is loading in the background.

No idea if its normal.. But when I go to the Taskmanager > Performance > Memory > Memory Composition. Then I can see that I only got 1-2 GB free out of 16GB. Sometimes I got 7-9GB on standby. So far I've checked on a few PC at school, my laptop & my friends PC all 3 got the same thing, with alot of 'standby'. Can someone confirm if this is 'normal'?

I play WoW and watch online video all the time. GW2 and Overwatch are other games I sometimes play, and no issues there either. I would probably be looking at your internet connection. Your system is plenty capable, as I used to do this with an i5 3570k @ 4.0ghz, and a GTX 770. I have a 6700k @4.5ghz and a GTX 980 now. I do not watch twitch live streams, but my understanding the actual feed coming from the livestreamer can also be the problem. I tried watching some of the streams a friend of mine was watching, and it was lagging out and I wasn't even doing anything else. He was having problems too, so he asked me to try, to rule out a problem with his PC.

As sydneyblue hinted at, doing things like gaming (especially online) and watching streams at the same time, even if it's your own stream, takes a lot of power. The high usage and stuttering you're seeing is most likely normal simply because your system can't handle the load of doing both at the same time.

Playing games like Cities: Skyline has some 'downtime' when your just waiting for income :p

What i dont understand is, why my CPU wont go to 100% load then
 
It's all about how windows handles multitasking,if a task has a higher priority then an other then windows stops executing the lower priority task to run the higher priority one,no matter if you have enough cpu power to run both at the same time,if you want your streams to run uninterupted then go to task manager while the task is running and change the stream priority to real time,or your game priority to low.
