PSU surges while gaming

I bought a new deep cool DE-480 480w PSU on the back it says 230V only but standard in this god forsaken country is 250V can't find any other voltage AC. So I plugged in my 250V AC it runs fine but as soon as I run a game for 5 minutes it shuts off boots back up to the american mega-trends screen and this message appears:
"power supply surges detected during the previous power on".
Thanks in advance.

My specs:
CPU: Intel Core i7 3770 @ 3.40GHz
GPU: NVIDIA GeForce GTX 770 Zotac 2047MB
RAM: 8,00GB Dual-Channel DDR3 @ 665MHz
MB: Asus H61M-K (LGA1155)
OS: Windows 8.1 Pro 64-bit

You simply need a better PSU. Current unit is too small and too poor quality to power your system under load. If you continue to stress that psu like you are its going to fail and when it fails it may take something or everything with it.

The first and largest problem is that the power supply is literal garbage at any voltage. The 3770 and 770 alone push the +12V rail past spec at load. That's essentially a 300W power supply and not a good one. That's likely the bigger problem; voltage regulation in competent PSUs can generally handle 90V-260V.

As of now I am in the province of Georgia

Agred.

Minimum 600 W or greater system power supply with one 6-pin and one 8-pin Pci express supplementary power connector. Prior to unpacking your new nVidia geforce gTX 770 graphics card, it is important to make sure you meet all the system requirements listed on page 2 for a smooth installation. http://www.nvidia.com/content/geforce-gtx/GTX_770_User_Guide.pdf

You should have learned more about what your PC needed or whoever constructed your PC fudged the build.

Yep, 100% agree. Anything on this list tier 5 or up will be fine (provided you get a model with at least 500w)
