How is it possible my upload speed is much faster than my download speed?

I have subscribed to a 1mbps internet package from my local ISP, problem is I haven't got that download speed, instead I've had slow connection speeds with my upload speed getting well over 1mbps while my download speed crawls at 0.2mbps (from speedtest.net and testmynet.net). How is this even possible? My ISP denies this is even happening, they say their servers are showing me having 1mbps internet speeds, but my very slow connection and speed test results all say otherwise. I'm on an ethernet connection with no other device else connected, I've tried restarting the router dozens of times, I'm not even sure how this is possible, would there be some solution to this?

knowing isp, if you told them you were getting faster uploads they would fix that but not the download speeds. Its likely a setting on their end that gives you the faster uploads. I was getting faster for a few months after I got last plan but now its just below each month.

.2mbit is almost not worth having. I used to have 1.8smbit and thought I was the slowest you could get. .87 is slowest I have seen in a year.

I would send screen shots of the speedtest results to ISP but only if you don't mind losing the faster upload speeds. IT might be your location that is to blame but they should be able to test it.
