1070 unless you can get a 980ti for significantly cheaper. they are both the same speed if you factor in overclocks, but the 1070 is simpler to run with more non gaming features.
What resolution is your monitor? If you're at 1080p (or lower), the GTX 1060 6GB or the RX 580 8GB are within your budget and will run anything at that rez. These cards trade blows, depending on the title... Something to consider.

Nope don't get the 1060 6gb or rx 580 8 gb if you have the money for the 1070. Both 1060 and rx 580 can not provide good framerates in all of the games in 1080p at the highest details. Ghost recon wildlands , the witcher 3 etc. If you want to get the card for future get the gtx 1070. That's the end of a subject.
