CPU Overheating - 99+ Celcius - AMD Rayzen 1700x

Hello Community!

I need your expertise to help me out with a problem.
I recently moved to Brazil, and before my move I bought and built a PC. I bought the separate components and took to a professional to assemble for me (to make sure all components were installed right). I used the computer for a few weeks and I never had any problem with overheating (normally around 60-50).... the same people dissembled all the pieces and I put everything in my carry. In Brazil I assemble the computer back together. However my MoBo is now showing temperatures over 99 ...and I am not liking it.

Do you think can be something to the CPU cooler? Maybe the weather in Brazil is much warmer and is causing this difference? Did anyone had similar problems? I do not want to keep using my computer because it can harm my CPU right?

CPU - AMD Rayzen 1700x 3.4 ghz
CPU Cooler - Cooler Master Hyper 212 Evo
MSI - X370 XPOWER GAMING TITANIUM ATX AM4 Motherboard
Memory: G.Skill - Trident Z 32GB (2 x 16GB) DDR4-3000 Memory
Storage: Samsung - 960 EVO 1TB M.2-2280 Solid State Drive
Video Card: EVGA - GeForce GTX 1080 8GB SC2 Gaming iCX Video Card
