Low GPU Usage with GTX 1070.

My specs are as follows: GTX 1070, i5 4460, 8gb DDR3 Ram
In most games that I'm playing im getting extremely low GPU usage and power draw, ie an average of less than 50%. This is causing frame rates much lower than to be expected. In some games this is caused by bottlneck (such as Battlefield 1) but in others CPU usage is around 80% and GPU usage is still very low.
My temperatures are fine (50-60c for GPU) and my ram usage is around 50-60% in most games. I have set the power setting to Prefer Maximum Performance in Control Panel and it made next to no difference. My drivers are all up to date and I ran DDU some time ago.
If anyone has any ways in which I can fix this, or knows whats causing it, that would be great.

Make sure in Geforce experience to disable Share in settings, This seems to help.

Just a word to the wise I had so many issues with my 1070 sli setup with low gpu usage I sold them and upgraded to a 1080, I no longer have any issues 99% usage 1440p

Solution
What is your PSU? Make and model please.
Also, 80% CPU usage does not mean that is not bottlenecked. It doesn't have to be 100% to be a bottleneck. For example, if your game utilises only 1 core and you see CPU 25% usage then you have bottleneck. It means that your core's clock is not high enough (fast enough) for that game and since it only Uses one of four it's 25%

So I had similar issue. Only getting 60% usage on BF V after I was gettin 98% and WAY more frames the day before. Even with massive overclocking, the usage wouldnt go up and frames suffered. THEN I remembered I turned DX 12 off in the game settings the night before and went to sleep bc forum posts said it helped with stuttering. Well it did the OPPOSITE, turning it off made me drop 40fps and wouldnt allow my usage above 60%. I turned DX12 back on and BOOM everything is now perfect 98% usage and frames returned. Good luck
