PC keeps freezing programs (browsers) while processor goes to 100%

My pc (or browser?) freezes for instance when i have a game client open and am watching youtube video's or a random serie online, it will freeze for estimated 15/25sec and turn the video green after it stopped freezing, if i click the browser while freezing it will crash.

Im still able to press cntr+alt+delete and start task manager, im also still able to control other programs out of the browser.

When i open task manager while the freeze happens it usually sais my processor is at 100% what i find weird because i should have a decent enough processor to run more tabs/programs at once.

Im not sure if i explained my problem good enough but i hope someone can help me with this problem. I can post more info if needed.

Processor: Inter(R) Core(TM) i5-6400 CPU @ 2.70GHz 2.71 GHZ
RAM: 16 GB
System: 64-bit / x64 processor
Grapic card: NVIDIA GeForce GTX 1060 3GB

That clarifies the game client point. I would still suggest you use Task Manager to identify any processes occurring which does take up CPU resources which push it to 100% usage.

You could use something like MSI Afterburner to check component usage while ingame. Past experience suggests that video can have an effect upon gaming as it has taxed my graphics card before (also I've got an x4 760k), although I would agree that your experience sounds unexpected.

There's always basic housekeeping like checking for viruses and malware to be on the safe side.
The main observation is your CPU is completely maxed out. Software can slow to a crawl and become unresponsive under those conditions. (Recently I found maxed out RAM also crashes software.)

You mention having a game client open. What does this mean? You're playing a game at the same time as the other things? It's just a background process?

The most basic thing you can do is find out what processes are using the CPU to such an extent. You know of Task Manager, so I would suggest you use it to see what processes are hogging CPU resources.

The game ''League of Legends'' has a client where u can start the game from or leave open to chat with people for instance. When i leave the client open it usually takes 10/25% of my processor and 300/800MB memory, when i play the game it takes like 35/55% of my processor and 600/1000MB memory.

I know that both my client and browser are taking atleast 80% of the recourses, but im just asking myself why its unable to run a game and youtube video at the same time for a period of time. I would think my specs should be able to handle it and that something is wrong..
