New PC build freezing shortly after startup

Brand newly built computer is finally starting up but I cannot install windows, because it keeps freezing on the blue logo with spinning dots.

I already tried this with both the CD drive and a USB install, both had the same issue. For what its worth before freezing my keyboard and mouse always shut off completely.

Ryzen 1800x
Asus Prime pro-x370
64 GB DDR4 Corsair Vengeance RAM
2 Sapphire R9 Fury Nitro
Rosewill photon 1050 watt psu


edit: I used another computer to install windows to one of my SSD and then put the SSD back into this computer. Now the same issue happens except on the Asus screen instead of windows.
 
Johnny Guru rates that power supply as delivering as advertised, but wasn't impressed with the build quality. Could be your issue, but I doubt it.

Let's get a few mandatory questions out of the way.

1) What CPU cooler are you using?

2) If you remove the graphics card, does the issue persist?

A note about your edit: The Asus screen is the Windows screen. When a company logo is provided, Windows puts it up instead of the Windows logo. When no company logo is provided, the Windows logo is shown.

Yes the problem still persist with a GPU removed.
 


Let's start with the basics...

Please remove all devices from your motherboard and power supply except for the CPU, RAM, 1 hard drive, and power connections. Also remove all USB connected devices, including front panel connectors that end in a USB port.

Please be sure the power and reset buttons are wired correctly. Consult your motherboard manual for help with front panel connectors.

I updated my BIOS version and it stopped the freezing, but now I get a black screen after the initial screen finished loading.
