adjusting memory latency on stock dell motherboard?

my memory is rated for 7-7-7-21 but my computer is dumming it down to 9-9-9. i bought the memory knowing full well it would do that. im just curious if there is a way to get the full potential out of it? thanks guys!

If the BIOS doesn't have an option to adjust the RAM timings you probably don't want to change it. The BIOS requires a CPU and RAM to function so if you change the timings some other way and they don't work you, may not be able to boot to the BIOS because it will be relying on the RAM to be there to function.
