How do I change my IP Address

So I have an Arris TM822 modem and its an optimum device. I tried typing in 192.168.0.1 in the browser but nothing comes up. When I type 192.168.1.1 it takes me to the optimum.net page where I just get options on my network, how many devices are connected, etc. How do I get on the Arris website to change my IP address that way. I tried contacting optimum but they said I have a DHCP dynamic IP and it can't be changed. Also, when I unplug my ethernet cable from the router and plug it into the modem and I look up my IP on IPchicken.com it comes out different. Idk if that's a normal thing.

You cannot change that yourself. If you have a static address you can have your ISP change it if they are willing, if it is dynamic you get what you get and you might be able to log off and wait awhile and then reconnect and get a different address, but it usually will give you the same address since other users are not changing.

Why do you need a new address, get banned from somewhere? Then you need to consider a VPN like THISexplains, although the paid services are far better depending on what you need.

You have two different sets of addresses -- the internal LAN that you can change and the connection to the world through your ISP (the WAN address) that is most likely dynamic and you get what you get.

Perhaps you could explain why this is an issue and what you want to accomplish, which will make it easier to assist you.

I want to change my public IP address. The one that appears to others and when you search up "WhatismyIp" on Google. How do I go about doing this knowing what I just explained as my situation?

Solution
You cant - that address is given to you by your ISP. As it seems that you are with cable ISP, your public IP address will rarely change, if ever. If you want to change it, you will have to speak to your ISP.
