How to overclock Ryzen 5 1600x?

This is my pc build

AMD Ryzen R5 1600X
GTX 1070
Cooler Master V650
ASRock AB350 Gaming K4
Corsair Vengeance (4x8gb) 32GB 3000Mhz DDR4 kit
Samsung 850 EVO SSD
ID-Cooling Frostflow 240L

How to overclock?
i have tried to overclock it in Bios
4.0 ghz in 1.4 voltage / 1.45 voltage ( screen went black )
3.9 ghz in 1.4 voltage ( screen went black )

but in Amd Ryzen Master, i am able to get 3.9ghz in 1.375 voltage.
am i doing it correct? or i miss something?

ps: my bios is updated to the latest version P2.50 .

39 multiplier on the asrock doesnt post ! use 3875 to post,

once windows load you can set it to 3900 :) and any vcore below what amd says 1.45v

for my asrock the vcore ofset is .04375
so my crapy cpu doesnt like anything more then 1.4 in manual overclock

so to post its 1.4v - ofsset at 3875
ryzen tool goes higher but offset is reversed, it would be 1.4v + offset

also if you dont post, after a full power off, turn it back on hold reset for 5secs to post :)

Every CPU is different. What yours fails at, another may succeed and bypass easily. Also, on air cooling, it's well advised to stay below 1.4v. AMD said 1.45v with "sufficient cooling". Air, isn't it.

Well yeah I'm on air cooling, it's only a 100watt cpu, I think it's the bios, I don't think CPU / Motherboard is at fault for weird stuff like that

The CPU and motherboard aren't at fault for differing clocks? I'm sorry....you must be new. Every CPU will have different overclocking capabilities. It's called the silicon lottery for a reason....
