Fps drops because of hardisk?

I have frequent fps drop in watch dogs2 from 60 fraps to 19 in some areas and also in some other games like as unity etc..
I pc slows up during startup and opening task manager it shows 100percent utilization.

My specs:
I7 7700k
Z270 motherboard
Cooler 212led
8db ddr4 gskill
Gigabyte gtx 1060 6gb ddr5 mini version
500gb hardisk wd with damaged data pin

Or is it because of heat cause the processor gets up to 90 degree while gaming ..

If the CPU is getting up to 90c it will start to throttle itself so as not to be damaged.
It's also possible your HDD is messing things up, you NEED to replace it. It's a really really BAD idea to use device with a damaged pin, none of them are extra.
