Splinter Cell: Blacklist crashes on startup with Windows 7 and RX 480

SPECS

OS: Windows 7 Enterprise
Processor: AMD FX 8320E Eight Core
RAM: 8GB
VHD: 40GB
Game Hard Disk: 2TB
DirectX Version: 11 (11_1)
Video Card: 8GB RX480

I can't seem to get Splinter Cell: Blacklist to run. It launches, shows copyright information, and then stops working.

What I've tried so far:

1. https://support.ubi.com/en-US/Faqs/000017803/Splinter-Cell-Blacklist-Crashing-At-Launch
- Borderless Window or Window
2. Switch 3D api to D3D9
3. Switch comparability to Vista (XP it doesn't even launch).
4. Removed RX480 and installed R7250.
5. Verify game data and reinstalled multiple times

Have anyone successfully run splinter cell blacklist on similar hardware?

I've been working on this for the past 15 hours with no luck. I've observe the differences between WindowStyle and none of have worked. In fact, I don't have to add the Read Only attribute because I can simply set Validation=0. All the suggestions have not worked. It has to be something with my hardware. Only thing that worked so far was this http://www.3dfxzone.it/dir/tools/3d_analyze/index.php. While I get a Microsoft Visual C++ Runtime Error, I get pass the copyright information and get to actual menu. Unfortunately, the error dialog prevents me from accessing the game, and clicking ok just terminates the game. So far, 10% successful.
