Let's say... it has potential. The CPU is strong and the board is adequate. Sounds like you have integrated gfx. If your video cable is plugged into the motherboard and not a discrete gfx card, you have integrated video. What do you consider a budget gfx card? $100, $200, $300?

To add USB 3.0 on that board, you can use a add-in card. But one that would give you a 20-pin header to use yet another add-in device (USB3.0 ports on the front of the case) would need to use the PCIe slot. That would limit you to only being able to use a single slot wide gfx card. None are very fast. If you get a USB3.0 add-in card that uses the PCI slot, I doubt you'll find one with the necessary 20 pin header for an external drive bay device that...

If you can live with just USB 3.0 at the back of the case this would work: https://www.newegg.com/Product/Product.aspx?Item=N82E16815158361&cm_re=usb_3.0_pci_card-_-15-158-361-_-Product
