Best way to lock protected data?

Hello all!

I am looking into what's the best way to lock and hide protected folders? I work at a university and deal with a lot of private documents. We are trying to move to no hard copy storage. What is the best way ( and easiest) to lock folders? Some of these folders would be on a shared drive, so I would want to be able to lock these as well. Password access is the best for our needs. Does anyone know of a good program to make this really easy? Thanks!

Active Directory
User Groups
Permissions

Specific user groups have permissions to specific resources (folders)
Users belong to user groups.
If you do not belong to a particular group, you cannot see or...
The EASIEST way would be to go to the folder's properties and go under Security and change the permissions.

But why not contact your local IT department? I'm an IT admin at an university, and we wouldn't want certain people locking down folders for no reason. Every change should be documented, in case someone leaves.

Group A cannot see Folder X, and Group B cannot see Folder Z.

This requires a Windows server of some level, and some management of that server.
This is a university? What does the IT dept recommend?
