My new G.Skill Flare X 3200Mhz DDR4 (2x8GB) 16GB will only go up to 1200MHz. I have the new Ryzen 1700x chip and runnig a mother board that supports the ram (GA-AX370-Gaming K5). So what gives?

Ryzen motherboards are still very difficult to get maximum memory speed. Your "1200Mhz" is 2400 in memory terms. Your 3200 DDR4 will only be 1600Mhz if operating at full speed. That is what the "DDR" in the description is -- double data rate.

If you are lucky, the code that AMD released to motherboard manufacturers -- http://www.tomshardware.com/news/amd-agesa-firmware-update-motherboard,34525.html will allow you to reach maximum speed with your RAM.
