So I'm having some issues with my fan controls.

I have the bios setting to shoot for 55C and fan level 1. My CPU is reporting 23C(!), and the mobo is reporting CPUTIN is at 39C, well below the 55 goal.

But the cooler is still spooling to the max 1500 RPM and staying there!

Any suggestions? What's going wrong?

Solution
If connected correctly the Pump cable will be connected to the CPU_FAN header and should not be controlled and left to run at its max. The Fan cable on the H55 I think is a 3pin (might be corrected on this) cable so although it can be connected to a 4pin header on the MB (usually the CPU_OPT header) you will not have fan control without a fan controller hub. A 4pin connector has the PWM control circuit. You can if you wish, replace the fan with a 4pin connection for Bios control.
Your temperatures are good and nothing to worry about.
