Does overclocking CPU + Faster Ram help increse performance in CPU demanding games

Hi, I just bought my first setup (GTX 1060 + amd fx-8350 4.0ghz) and I was wondering:

Overclocking my CPU to 4.4ghz and upgrading RAM speed from 800MHz to 1200MHz DDR3

Will this improve performance in CPU demanding games?

For example: Elder Scrolls Online. Solid 50-60FPS but when entering a city or new area it begins to stutter.

Will this be less when overclocking + faster RAM?

To be completely honest, if you want to play really CPU dependent games, an 8350 isn't exactly the perfect CPU for that, but if you can't upgrade the CPU, i'd OC to at least 4.5 - 4.6GHz. For DDR3, I'd get at least DDR3 2133, but 2400MHz would be preferable.

The CPU overclock will really be worth it, but I don't think you can overclock 1600MHz ram to 2400MHz... That would essentually melt/blow up the dimms... I was able to get my 8370 to 4.7GHz @1.38V when I had one, but further upgrading to a 6700k and overclocking it to 4.5GHz really showed how much a CPU can bottleneck a GPU if it's not powerful enough. Games like BeamNG.drive went up by ~30% in framerate from the switch of CPUs and overclocking.

I wasn't planning on overclocking my ram. I am considering to buy complete new ones.

I'm quite new to this stuff but I'm learning fast. I heard that faster ram doesn't really matter when gaming only in CPU demanding programs. But I was wondering that if faster RAM (next to overclocking the CPU) would make a difference in performance while playing CPU demanding games. Because my CPU bottlenecks my GPU a bit and I'm trying to get reduce the bottleneck as much as possible.
