High Cpu temps with watercooling

Hi, I need some advice with my LC loop

Im not an expert but i know a thing or two and I know my temps are higher than they should be but first of all my pc specs
I7 4790k
Asus Maximus VII Formula(watercooled)
Nvidia GTX1080TI
Corsair dominator platinum
EVGA G2 750w PSU

Now watercooling hardware
2x 240 alphacool rads 45mm
alphacool cpu block
EK Titan waterblock
D5 pump at 2500rpm +/-
250mm resevoir

Ok, now lets begin with my problem which started since I upgraded to 1080Ti(i think any way)

My gpu temps are fune 40/50 degrees max but cpu on watercooling goes up to just over 60 degrees where last year even in summer it never went over 50/55
Also what ive noticed is that when on idle, internet browsing etc. load on cpu never goes over 20/30% but my temps jumps up to high 40s degrees...WTF.

Another thing, When I play a game load on cpu averages around 50% and temps are around 55/62 degrees BUT when I tested my cpu with stress test software(occt) at 100% my temps dont go over 65 derees which seems very strange knowing that temps are very similar when I game and my cpu load is around 50%

Before may 2017 i had different setup, my loop was different but i had to change my case but problem is still there.

Also i forgot to mention that even on idle (1-5% load) my cpu temps averages around high 30s

If any one had this issue in the past please help me out with this, it drives me crazy :(

it could be a few things your pump might be crapping out
if you have alot of 90 degree turns in your loop its harder for your pump to push the water
might have air bubbles trapped in your loop (try shaking your case gently side to side)
try reseating your block with new thermal paste

what order is your loop cooling your parts?

Nope, before may 2017(as i was changing my loop/upgrading) I tested everything and cleaned it very well, took block apart etc.
Ive tested my pump and it goes like new, also in my old loop (pre may 2017)i had two 90 degree angles and the temps were very similar to ones i have atm and now i have like 7 90 degree angles and its identical

I thought it might have been air bubbles too but i made sure there were none left inside, ive put my pump at full speed, moved my case around etc so no air bubbles at leats not twice in row

Next, when I upgraded my loop I took blocks apart and cleaned them and applied new thermal paste so everything is fresh and i havnt changed my loop order for last 2 years but problem started after i upgraded to 1080TI 2/3 months ago

My order was and still is - res>pump>rad>rad>cpu>gpu>back to res

In this very moment I have nothing opened than chrome and this website and my temps are around 35 degrees on cpu at idle with Noctua fans 3000rpm all the way up and if I slow them down to idk 500rpm my temps raise to like low 40s high 30s
I remember when I first built my loop I was soi happy with my temps staying at around 26-27C on cpu and 23/25 on gpu(gtx 980 in SLI - 2 gpus and lower temps than now with one...)
