Better alternative for CPU Cooler than Intel Stock?

Hey all,
Current rig:

CPU - Intel Core i5 4670K @ 3.40GHz - LGA 1151
GPU - NVIDIA GeForce GTX 980 Ti (MSI)
MOBO - ASRock H87M Pro4
RAM - 16,0GB Dual-Channel DDR3
STORAGE - Seagate 1TB
CASE - Cooler Master Silencio 352


I've ordered a new Motherboard and a PC case, but I'm considering getting a new CPU cooler as well. The current Intel Stock cooler runs quite loudly and my temps lay at around 65*C - 70*C.

I've managed to find a cheap CPU (with included thermal paste) that I think might do a better job than the Intel Stock one (might cool better and more silent).

If you don't agree with my current choice, could you comment your own, budget, recommendation? Any answers would be appreciated.

Bonus: Which household items could I use for the removal of Thermal Paste? Don't have any dedicated removing solution at the moment and I don't think I have any rubbing alcohol either.

Would it run cooler and/or quieter than the TX3 Evo?
 
Any clear alcohol should work pretty decently for removing thermal paste, like vodka or gin. That and a paper towel.
Cheap CPU coolers aren't terribly better than the intel stock ones, and the 212 evo is also REALLY tall so we need to know what computer case you have to see if it will even fit.

Updated the question - added the case. Would the 212 Evo fit in the Silencio 352?
 
No , because Silencio 352 can fit coolers with 155mm high and evo is high 159mm .

You will be ordering a cooler. Why can't you order some cleaner as well? 91% or better rubbing alcohol can be had for less than what a king sized candy bar can cost. Yet, you are choosing to use something else? Buy a bottle and you won't ever have to buy one again. Of course the recommended route is a dedicated cleaner like one made by Arctic Silver.

I use the 212 Evo but we all know why that won't work. It's what I use to cool my 4690K. However the Cryorig H7 is better.

I might be mistaken, but that CPU cooler doesn't seem to fit the LGA1151 socket? Also, it doesn't come with its own Thermal Paste and I don't really feel like buying a separate tube.

I guess what I am really looking for is a CPU cooler (LGA1151 socket) that comes with its own tube of thermal paste and is relatively silent. Any ideas?
