Hi guys! i build my first ever pc spec i3-2120, Radeon hd 6970 and 8gb ram i have a question i notice that my GPU tem is hitting at 80-85C i dont know if its okay because i get worried all the time that i play games.

Solution
You need better airflow. The air being used to cool the gpu is the same air that has already cooled the cpu, ram and other components. As the air is already hot, it can't do a good of cooling the gpu and that's why it's running hot. You need some case fans to get better airflow.

It's safe but a little bit high. You should keep it below 75. The card could be throttling above a certain temperature according to your gpu bios. What case do you have? How many fans? A good case airflow will help lower the temps. Is the gpu used? It may need cleaning up the heatsnik and/or new thermal paste.
Still, 80-85 C are not damaging your card, but you can get better temps

the vcard have only one fan , and the case have only one fan and not yet connected to the power

and i notice that when ever i play games the vcard fan get fast and make some noise it reach up to 3000+RPM is it okay to?? i got scared all the time so that i force to quit the game and give it a rest

Yes i saw the card. Those gpus with one fan at the side perform well only when you have a good airflow in your case as they exhaust the hot air at the rear of the card-case. Your problem is you don;t have airflow at all. You won;t get better temps if you do not install intake and exhaust fans on your case otherwise the gpu fan is also wasted. If you can build your case right now i suggest you open the side panel of your case to let some fresh air circulate
