wierd performance issues (Fixed)

so I built a computer for my brother and he has some wired fps issues.
he gets from 30 to 50 fps with any settings on Witcher 3 at 1440p.
and around the same in ghost recon wildlands I know that game has bad optimisation though
he gets bad fps in subnautica too. pretty much every game he plays he get shit fps except vr games, vr games run well with htc vive. anyone know what could be wrong? I thought it was just down to drivers not being too good yet but idk.

specs:
16gb ddr4 @3200MHz
I7-7700K
Corsair RM850x PSU
HyperX Savage 480GB ssd
GTX 1080 Ti Gaming X
Gigabyte Aorus GA-Z270X-Gaming 5

Use Display Driver Uninstaller to get rid of old drivers

okay I used ddu to remove the drivers and then reinstalled the drivers and tested it on subnautica but still the same thing i thought my brother was exaggerating how bad the is fps but it's terrible it goes from 60fps down to 3-5 fps with high settings 1440p and vsync off and the same thing happens on a 1080p monitor too.
 


next thing I would try is making sure your 1080 ti is the gpu your computer is trying to use / make sure you have your monitor plugged into the graphics card not the motherboard.

It might be worth change PCI-e slots that your GPU is in as well

i actually managed to fix it by downloading the drivers to a usb drive then doing a clean install of windows and installing the driver before plugging in the network cable. I read somewhere on a forum that Windows installs some drivers when you first install it and that was the issue.
