Laptop CPU 60C Idle - WHY?

HP M7 laptop with Intel 6th Gen i7-6500U is running at 55-60 degrees Celsius while idle. I'm using NZXT CAM. Last night it was like 70-80 Celsius but I opened it up and blew all the crap out earlier today. I also use a laptop cooler that the laptop goes on. But I still think that 55-60C is way to hot for idle. I've had the laptop since Christmas 2015, it's about 1.5 y/o.

I know about CPU thermal paste and maybe that has run out or just stopped... working. But after some research I see that the only way to get to the CPU is by pretty much taking the laptop apart completely, which I do not trust myself with. And Bestbuy charges $50 to take out one screw so I'd like to not bring it to Geeksquad.

How come my CPU is so hot? I would give you my GPU temps but NZXT is stupid and says it's 0C and 0% load.

I just played Overwatch for a half hour and the temps stayed in the 70-80c range mostly. After closing the game, I let the laptop cool for a while then restarted it. Once I got CAM open (nothing else, except Windows processes) it was in the 30-40s. Right now it's still in that 30-40 range. I don't know what happened, as to why it was giving me 60c before. GPU is still blank. So apparently my laptop actually runs 30-40c idle, and 65-75ish under load. Are those temps normal?
