System won't boot anything besides bios

My Pc has not been working for the past week, it all started when my pc froze and when i restarted it wouldn't load windows. It will launch to the bios, but if i try to launch windows it will come up with a black box like it is about to load then it will freeze and my keyboard and mouse will shut off. It is not a hdd problem because i tested a second hard drive i had and it did the same thing. I have no idea what else it could be. any help would be appreciated

System :
Msi krait 970a motherboard
fx6350
4x2 gb of klevv neo ddr3 ram
gtx 960 sc
500 watt evga psu
Seagate 1tb hard drive

I have already tried that with the copy that came with windows and one i made off an iso and they both don't boot as well. The only thing i have got to load is Seatools and that let me wipe the hard drive, but even after wiping the hard drive it still doesn't work

 
try loading optimised defaults in bios.
then change the primary boot device to what ever you keep your iso on (dvd drive/usb)
remove any other devices that are in the boot device list.
set leave your memory at the default timings until you have finished installing windows again. (if you can get windows to install)

if your system still cant boot remove all the storage. try and boot the iso. if it loads up
install the drives 1 at a time and try booting the iso. if you get a fail boot then it may be the drive is dying...(test on another sata plug that uses another sata controller just to be sure)

The iso still doesn't work and i don't have a second gpu or psu all i have is a video
