Unable to boot from usb during windows installation

Hi guys,
I was trying to install windows 8.1 on my cousin's desktop. But i am getting the message "The boot configuration data for your PC is missing or contains errors".
These are the settings i applied- http:// and i moved usb disk to the top.
What should i do?
 
download ther free windows iso to usb tool or windows media creation tool for windows 8.1 from ms from another pc. try also using another brand of usb stick too. in your brother pc check that csr securty under boot tab is off so that you can boot from older devices. also make sure bios set to boot from efi and legacy devices in boot tab.

I created the bootable usb using power iso; wouldn't that be okay?
I don't see csr security option as well as boot from efi (well i dont know pretty much where to find them).
Can you please check the link in the question and see if everything is set correctly?
