Ryzen 5 1600x Strange Cpu Usage

Hi, I have a ryzen 5 1600x and my cpu usage is showing strange behaviour. In both GTA 5 and Cities:Skylines my cpu usage for core 12 is pegged at 100 percent and my usage for cores 7-10 is at 0 percent. Cores 1-6 show normal usage. Is there a fix so that I dont have 1 core maxed out?

System Info:

Ryzen 5 1600x (3.85 ghz/1.375 volts)
Asus Prime B350 Plus mobo
16 gb Corsair Vengeance Lpx (ddr4-2933)
Msi rx 580 gaming x
Evga g2 650 watt psu

The games should evenly distribute usage between all 12 threads, but it some cases with some games the threads are not used properly only the cores are. Cores 1-6 are real cores while 7-12 are threads, and as long as you are getting a suitable frame rate then it should be fine.

Also note, Ryzen has an overkill amount of threads and the game may not require that many, so it will leave the unused ones at 0%. This is where Ryzen excels at streaming compared to intel because it has threads left over while the intel i7's can be pinned down 100% on all 8 threads.
