It depends on what you want to do.
-- Do you just want a device with a primary purpose of playing games, & a secondary purpose of watching Netflix/Hulu/Amazon Prime/YouTube or other streaming/VOD? Then you want a game console; could be a PS4, could be an XBox One. That selection depends on if there are platform-specific games that you want to play (i.e. if you want access to Halo games, then you have to get an XBox instead of a Playstation).
-- Do you want a device that, besides playing games & accessing streaming video sites, will also allow you full access to the Internet, the ability to download files, & the ability to do things like storing & syncing your music collection with a smartphone? Then you want a PC.
Now, I won't lie, a 35000RS budget is really going to limit what you can get.for a PC. But if a PC is the answer to your needs, then saving up until you can afford it makes a lot more sense than buying a console just because you can afford it.
