Should I upgrade my CPU and/or GPU?

I bought a used gaming computer a few years ago and I think it might be time for an upgrade and I could use some pointers. I'm new to the PC gaming world.

My current specs:
Motherboard: GigaByte GA-970a-D3
CPU: AMD Phenom ii x4 955
GPU: Nvidia Geforce GTX 560
SSD: Samsung 850 evo

I don't remember the brand of power supply off the top of my head. I can check and edit if necessary when home but it's a 550w.

My goal is to get the most beneficial upgrade for the money. (Im still a broke college kid)

I'm thinking about getting the FX-9590 CPU, and the GeForce 1050. I think they should both be compatable with my system but I wanted to get expert opinions to be sure.

Are these upgrades worth it? I'm trying to improve my fps and look/feel of games. New gen games currently feel choppy when I play them, even on low settings.

Without actually making whole new build, the best you could get upgrading this setup would be rather minor performance gains. Essentially not worth the money spent for them. GPU is the only component that can be freely moved to next build, other core parts (CPU, mobo, RAM) cannot.

That article was an interesting read. I'm seeing now that the FX-9XXX's aren't too popular and I'm open to considering my other options.

My main concern is that my current CPU seems to be bottlenecking my gpu at the moment (during cpu heavy games like PUBG) but I could be reading the core utilization data wrong.

I'd rather not have to replace the motherboard in order to upgrade my CPU. Is there anything I can do without going that far? Once I have to replace that, it might just be worth giving up, saving my money for some time and putting together a completely new build.

Sorry I'm new to all this. I'm trying to learn as much as possible. I've been reading all day haha
