R9 290x Stuck at 300Mhz/150Mhz Clock.

Well its been a while I got r9 290x 4gb (ROYALKING), well the core clock is stuck at 300Mhz and Memory clock at 150mhz, no matter what I try I cant figure this out. I tried roll back drivers but nothing. I even tried clean installation through DDU and AMD uninstall utility. I never overclocked my GPU. un-installed all MSI afterburner and Hwmoniter. My gpu stays at 56-67c which pretty okay I guess, When I run games the GPU loads jump and spikes to 0% to 100% to 0% to 100% to 53% etc. But under Furmark GPU stress test, the GPU load remains constant 100% may go to 0% less and min 88% or 95% but remains to 100% compared to when playing games.
I have a core i3-4160 3.6ghz wll upgrade to i5 soon.
have Vs650 Crossair PSU....I have tried all but non seems to work. I also have 1600Mhz 8GB Ram.

As you can see it got 1250Mhz to 150Mhz jump for lil bit, I think it should be fine.

Is my GPU which is going dead or my PSU have problems??

Any help guys?

I re-installed the windows with catalyst 15.7.1. it seems now that games are running fine and playable but there are 3-4 fps drops because of bottleneck, but lag like before does not exists. I am not installing any GPU oc or monitor utilities as they may interfere, but I am fine for now!


Doesn't have to be power breakdowns, your PSU is just low quality and performance hiccups can be expected with it.
But it could be a damaged GPU from power surges, especially if your computer isn't plugged into a (working) surge protector.

Sometime ago, when I used to run GPU stress test or run high-end games, my pc used to restart. This is not the problem anymore, but the problem came when games started stuttering. Is there a valid way to know if GPU is defected or PSU?
And my PC is connected to Stablizer, which stables the voltage enough.
 


A stabilizer isn't really the same thing, as it may not protect from high spikes/surges.
You can test the GPU in another computer to see if it does the same thing, if it doesn't the GPU is fine and the PSU isn't. You can't really test a PSU.

I have HD6850 Too, but when I connect it to my PSU, it is unable to display, although fans are working, and for some reason r9 290x is working with the same PSU.
r9 290x = 6+8pin
HD 6850 =6pin
Its the same VS650 I am talking bout.
HD 6850 works fine in other pc and I cant test r9 290x in that pc cuz no pin connecters available.

I posting here because this topic has better position in Google.


@up It's good, working final solution. Although, here are mine, if somebody is too lazy to reinstall whole thing.



If it not helps, try to just run MSI Afterburner if you have it installed. If still nothing, revert clocks. If works, you may set OC again. If still nothing,

uncheck Win logo (autostart) and choose option override official limits, and then restart computer. Previously you can revert default clocks, if nothing changes. If still nothing, uncheck this option again, and again restart computer.

If you have default clocks now, just use other program for OC, eg. Trixx, and set revert clock in options to set it automatically after each starting of program, and optionally autostart. If you have problems with changing default values with other program, check override option in AB, and restart. Don't touch checked option of auto erase settings on reboot. Don't touch AMD OC settings. Still, it may work to next restart, when you may encounter stock clocks without any posibility of changing them, until you uncheck override option in AB, restart computer, and check again, and restart. So as you see, it's much faster to uninstall all drivers.



If you have to use MSI Afterburner which causes 150 MHz bug, you need to use DDU to uninstall whole AMD driver, and unistall all OC programs before. Then make fresh driver installation.

Please note that specific software of your vendor of GPU may be able to control voltage values, eg. Strixx, ASUS GPU Tweak, not only properly modified AB.



There is also registry entry available to delete for wattman compatible GPUs (according to reddit) "PP_CNEscapeInput" to revert settings. Older GPUs/driver may not have this entry.

If you started to have problems with changing clocks again, and nothing happens in software such Strix or GPU Tweak, you need to download MSI Afterburner again. By default, it may behave exatcly as previous software, so without result. But in options I enabled unofficial oc mode without powerplay support, and there was 150MHz bug again. The same for with PP mode. Then I disabled unofficial mode, and only ticked option to extend OC limits, and after restart, I had my clocks OCed
