after that, try using a different cable or PCIe slot entirely
If after all of that you still have the lines, your GPU is isolated as the problem and is at the end of its life. Time to find a replacement

Honestly? Probably not. Make sure you try those first few methods of troubleshooting first. If it comes down to it, go ahead and try to resolder the bond. I think you'll probably just end up with a deader GPU though. haha

Alright, well the card was sold working but was returned like this, same serial numbers etc, had not been tampered with. So i'm not too sure of the history.
