CPU bottlenecks effect GPU CORE clocks?

Well its a pretty dumb question, but can a bottleneck effect GPU's Performance?
I am Running R9 290x on core i3 4160, And I know my CPU bottlenecks my GPU.
I am getting Drops in GPU load and usage, my memory clock is perfect at its default, but my Core clock doesn't seems to run at default clock, even under load or in game. Is this effect of bottleneck or GPU or PSU are faulty ?

CPU: Core i3 4.6Ghz, Dual Core.
GPU: R9 290x (ROYALKING) 4gb GDDR5
PSU: Crossair VS650
RAM: Kingston 1600 4gb x2

I don't know, the i3-4160 shouldn't be bottlenecking the 290x that hard and causing it to not use everything to its full potential. What are your GPU and CPU temperatures and usages like once in games and such? Thanks!

well you could have a bad GPU or even PSU. Your PSU is a tier 4, something you should not use period IMHO. I stick to tier 1 or 2 only.

However I can't say with any certainty that is the issue either but I do believe it would be a worthwhile upgrade none the less. I am guessing your GPU is out of warranty which makes your situation difficult. You CPU is going to bottle-neck a lot of newer hardware save maybe the gtx 1050(ti) or rx 470/60/50. If I were you I would think about a platform upgrade soon. New CPU/mobo/ram/GPU/PSU...you can carry over your optical drives/hdd/ssd but I would replace the rest. If that is two much atm then certainly think of getting a new PSU and GPU. I would also try to reload windows one last time to see if that fixes anything. If it doesn't your in to new hardware territory.

I am getting 750w PSU and i5 4430. But for now I am reloading the windows, and ill let you know the result, and yea let me tell you that Valley benchmarks and other benchmarks just run perfectly with 2-3 time FPS drop onlyy

Well I re-installed my windows, with Driver 15.7.1 and Windows 8.1 Pro. The lag is really really really less, I think it was Driver problem. the lag still exists because of bottleneck I guess, because its really really low.
