noctua air cooler vs water cooling

i am looking for a cooler for amd 1700 ryzen and dunno which cooler is better NH-U12S am4 one or cm storm seidon 120v kinda thing.... please help... ill over clock it and case will be 270r corsair

Yes, that noctua.
Try it in the default config before going to push/pull fans.
That may or may not make it better.

Almost all the good air coolers are better than the 120mm liquid coolers.
It's only when you get a 240mm liquid do they become better.

Or you know, Cryorig H7. Cools the same and the fans don't look like poo. Of course you can get the cheaper one if your case dosn't have a window.
